      back to the original question. Most student loans, grants, scholarships, etc require that you be a permanent resident. Merely having an application pending will not cut it. You will be asked, at some point, to prove that you have a green card and an A-number will not help you there.

        But having an application pending might be able to get you in-state tuition if you meet the residence requirement in that state, right?
