Legally, only a driver license from your state of residence is valid. If your state of residence will not issue you a driver license (which it should not, and neither should any other state), then you are not legally entitled to drive.
You are not entitled to obtain a driver license from a state that is not your state of residence.Comment

I have read Congressional Report listing States which up until now issue DL without regard to immigration status.
