Hi i just want to know if the puerto rican citizen is US citizen too? because this 1 puerto rican i talk too told me that he's from puerto rico us citizen, but i heard the puerto rican don't pay taxes in american government right? my mom is a citizen in guam but that doesn't make her a US citizen.
