Do I have to spend one year in France before to be able to apply for a visa ?

I was going to get a J-1 visa through a sponsor organization, AIPT, but they rejected my file because I haven't been working or studying in the past 3 months and they told me that because I spent a lot of time in the USA lately, that I would have to spend at least one year in France before to be able to papply again, right ?
