  • I-687 forms returned by USCIS

My cousin applied for the late amnesty (Newman/LULAC) which closed on December 31, 2005. His forms (I-687 & I-765) arrived before deadline, but the USCIS stamped and returned the forms back to him in January 2006 because he did not include payment for biometrics. He put the $70 for biometrics and sent the forms back in January 2006. The USCIS returned the forms again saying he was already late, meaning he was past the Dec 31, 2005 deadline.

Is there any recourse since his forms were stamped?
