Ok, now I have a question from a friend of mine:
He is going to start his studies on an F1 visa by January, and his questions are:
    1. if he applies for DV lottery this year will they deny his F1 visa when he applies?
    2. if he got his F1 visa and started studying and turns out he's one of those lucky ones who wins the lottery then would he be able to change his status from F1 to immigrant visa (perm.resident visa) within the US? Or would he have to leave the country? Then would he be able to continue his studies, or what?

Please, if you know any smart idea, or suggestion or real information, feel free to reply. I will tell him all the responses.
    Thank you,
    Jeanine

Anyone can apply for lottery regardless of status and place of residence. Then - to the first question - NO. It will not affect your friend's F-1 status in any way.

As to your second question I'm pretty sure that your friend can adjust his status without leaving the US.

      Good luck.

Thank you for replying Verbalist! My friend is afraid because when he is applying for his visa, there's a question if he has ever applied for DV lottery. Now, he doesn't want lie, thus he would mark yes. There's the next question that if yes, did he get approved or denied (which is a stupid question because if he was approved then he wouldn't apply for F1 non-immigrant visa anyway), but then since it would be unkown at that time it would be weird if he wrote there "no results yet" because that would show that he HAD the intention of living in the US, thus his visa may get denied. Are you sure it doesn't affect him getting his F1 visa?
For the second question, he is afraid that since F1 is a non-immigrant visa, he would not be allowed to change it to an immigrant visa (by winning the DV lottery) because he entered the US as having no intention of immigrating. :/ Thank you for your reply though.....I hope some other people will reply..the more the better. Thank you again, and you have a nice days ahead of you!

Why you need more people to give u advice. if you have been given information why are you not accepting it???? If 10 more people come on and say 10 different things will you believe them?

so here.. this will answer all your questions and this is from the horses mouth so to speak

              4now,

As I stated earlier, it's not because I don't trust a word what Verbalist said. You know, when someone have a question, they are glad if there's more answer such as somebody was in a similar situation, or they knew someone who has, and there others who have just a general suggestion (such was Verbalist) so it's always better to get more answers. And I guess you EXACTLY knew what I meant by writing more information the better. I didn't mean people who would post stupid thoughs or random stupid answers and by common sense, you should have never asked at the first place why I need more people to give advice to me. So thank you for being HELPFUL! Really! So, next time before you post, please re-read what I (and ua. others) write and count until to 10 to make sure your answer is useful in any ways! Thanks!

Lady. get a grip. I read very well as you well know. if you dont think my answer is useful ..then YOU dont know what useful is..The link was more useful and accurate than any hearsay advice you will get on the board. FAQ and answers from uscis.. not just what someone thinks. So i dont and maybe you dont know what you are looking for, but it is exactly the way i called it. you would rather hear 10 people tell you maybe something wrong than to hear or read the facts. Its not quantity... its quality.

Have a nice day and a better tommorrow

                  4now,

Then maybe you miswrote the link because I got nothing when I clicked on it. (or maybe my workplace's computer has restriction to certain sites). Either way, if it was really useful (since I didn't see it, and still don't) then thank you, and I apologize. Ok? I thought you were trying to be mean by sending me a link that doesn't contain anything at all.....sorry for attacking you immediately, just that so many people are trying to be mean to others that I immediately thought you're one of those. But you're not, and I'm sorry. Thank you for your help then! Take care, and you have a nice day as well!

                      hey 4now,

Thank you for your kind note, I feel bad because of how I took it immediately as an insult. I've been a member for a long time now (just as you have been), but I don't come on this board too often, so I didn't really know you before, but I can see that you ARE a very kind, helpful person, and I'm sorry, I truly am! I hope you're not mad at me anymore. I will check this link again when I'm at home, maybe I'll see it and will be able to make a use of it. Thank you again!
                      Best wishes to you,
                      Jeanine

                        4now, (and/or others)

Can I ask something: there's this part at the link you provided earlier (I could read it at home, by the way) which is the following, I'll copy paste it here:

Yes, provided they are otherwise eligible to adjust status under the terms of Section 245 of the INA, selected applicants who are physically present in the United States may apply to the U.S. Citizenship and Immigration Services (USCIS) for adjustment of status to permanent resident

So, I read this part: now what is Section 245? Do you think a person going to the states as F1 student would be eligible to do AOS according to this section? I don't know what this one is, and I only found some weird info on it over the internet. (helping illegals to get permanent residency) Anything you know about it?
                        Thank you for your response!
