I am now much wiser on the subject.

Theone,
U were refused visa but still u entered under VWP without problem. Did u declare the fact about refusal of visa in form I-94W or the officer found it through his system? I will appreciate the answer to this question. Moreover, Is the denial of F-1 visa is covered under the provisions of the immigration sections u mentioned in ur post.

If you lie about the prior refusal, you will be back on board the plane to your country in nanoseconds, and may be declared ineligible under 6C (fraud and misrepresentation) for the rest of your life......is lying worth this?
A visa denial by itself normally does not affect the VWP person's ability to use the waiver program; however, lying about a past refusal will cancel those privileges in the blink of an eye.
