    Is is at all likely for a a US citizen who is also a registered *** offender to successfully petition for his spouse who has children under the age of 21 (but the children do not reside in the country).

    Meaning, petition for her (even though the form asks about any children she has), and at a later date when she is a legal permanent resident, have her self petition for her teenage children...

    Is a likely scenario?

      it is unlikely, but it also depends on the nature of the offense
