If a green card holder doesn't have enough income to sponsor 3 children to come here, but will in the next 6 months or so, does she gain anything by filing just the I-130's now and do the I-485's and I-864 when she is earning more?

Should mother file just I-130's now if she doesn't have enough income yet for I-864?

When GC holder sponsors someone, I-130 is filed first.
The mother can file I-130 for each of her 3 children now. Once approved and before the visas will be issued (a few years from now), she will have to send I-864 for each child.
If children are outside the USA and will go through consular processing, I-485 is not needed. If children are in The USA and will adjust status, I-485 should be sent (with I-864) when the priority date is current.
