I have been wondering if anyone can explain more in detail how the House-Senate Conference meetings work? How long does this process take? I keep reading that a bill can pass before Memorial Day, isn't this only the Senate version of the Immigration bill? or this refers also to the reconciled version of the House-Senate bills (with or without the guest worker provision is not important to understand the process)? Thanks

From what I have heard lately, the House is planning to come up with its' own version of Guest Worker program.
I also heard in past that even Rep. Tancredo is not opposed to "Guest Worker" program provided that to qualify undocumented aliens must leave and apply from abroad like everyone else.
His only condition: before implementing such Guest Worker program presence of illegal aliens in US must be eliminated.
Little contradiction there, but you know..
And read "15 loopholes of Senate Immigration Reform Bill" by Senator Sessions if you want to know what were the contentious amendmends that stalled the Bill in Senate last month.

Bottom line: Expect the House-Senate conference to release Enforcement Only or NO Bill this year.
I would say the first is more likely, given high priority of passing the Immigration legislation before elections.

Thanks for your answer, but I still don't know what the process is. I know how people feel about immigration (legal and illegal), but I just was trying to learn more about the process and not what might the final outcome.

The Senate and House leaders will each select their "Conferees" who will try and reconcile differences between the House bill and what is ultimately passed in the Senate. So far, the Senate has agreed to send 26 total conferees. 14 Republicans and 12 Democrats of which 7 Republicans and 5 Democrats sit on the Senate Judiciary Committee. The makeup of the House conferees has not yet been decided as they are still waiting to see if anything comes out of the Senate. The administration will also take part in the negotiations.
The Senate and House conferees will meet (usually behind closed doors) and if and when a deal is hammered out and gains a majority among both the House and Senate conferees respectively, the new "reconciled" bill will be reported out to the Senate and the House for a vote. If the bill passes both chambers then it is sent to the President for his signature or veto. If the bill is vetoed it will return to both chambers for another vote and if passes will become law without the Presidents signature. Of course, there are a lot of other intriquencies, but for the most part this is what happens.
There is no definite timeline as to the length of a Senate/House conference. However, if no agreement is reached before the end of a Congressional year, both the Senate and House bills will die and will need to be reintroduced. The process then starts again.
Had the House and Senate passed identical bills, then no Conference would have been necessary and upon passage the bill would have gone straight to the president for his signature or veto.Comment
