The issue is nothing to do with marriage with USC, but for general I485 application process. If the interviewer has a decent idea on wether the case is genuine - what exactly happened before the interview, is there an especialist who reviews the application before the interview? or is it simply a clerk who checks if the required documents have been submitted before the interview, and schedules a date for an interview for AOS, and then the interviewer THEN determines the eligibility?
Does anyone know?

Based on the documentation you provided to the INS, the officer has a decent idea whether your case is genuine or not. The interview helps them to gauge your marital relationship. If they suspect fraud they will not reject on the spot but rather tell you that they would get back to you. Soon you will have another interview where they will interview you and your spouse separately and they will compare both of your answers. If they feel comfortable they will approve your petition.

So, assuming if they do pre-checks, and the applicant was denied to AOS/Green Card, they would send a letter of denial to the applicant? If No or Maybe, why bother calling the applicant to the interview if such decision is already made? to serve the REJECTION in person?

Most likely the decision of approval will be made prior to the interview. The interview is just a routinecheck with additional questions and to receive your medical exam and.

So, if the INTERVIWER have like about 15 mins to do the AOS interview, to make sure everything is there, and there is like dozen things to look at in that 15 mins, thats about 1 min for each document/package with I485, plus the questions they ask...
This surely welcomes errors to occur, and people to get away with GREEN CARDS... such overstays not to be noticed.

Whenever I call the customer service line, nobody knows what I'm talking about. I've requested to talk to an "immigration officer" every time, and they never know much more than the kids answering the phones.

Yes they go through all the papers attached to I-485 application. Now it depends upon how far the BCIS Clerk know the job. You are right most of the BCIS Employees are not that much educated in this field.

Do these guys really go through EVERYTHING they get from EVERY I485 applicant? or do they rely on pre-checking before the interview? I am sure some people got away with GREEN CARDS by small errors from the INTERVIEWERS.
I know the BCIS doesnt have the resources and barely have enough man power to handle the system - but the system CAN'T be that PERFECT.
