UK could have a different immigration law and policy pertaining to those who are out of status in the US. In Canada, it used to be that those who were out of status in the US could apply for Canadian immigration within the US without returning to his home country. Now, Canada requires an applicant to be in legal status in the US or else he needs to go home to apply. This change was made only a couple of years ago. You better check the UK immigration laws by contacting their embassy or speaking to a UK immigration lawyer.
