From what I've read it takes several months to change from a CR-1 to the IR-1 visa. Can a person with an expired CR-1 visa travel outside the country while they're waiting for the change?

When you file to remove conditions (I-751), you will be issued a 1-yr extension NOA. The NOA can be used to show that your PR status has been extended another year while your case is being adjudicated.
