Since the senate is for illegals and the house is against, who has more power?

    Actually, in 1996 there was a plan to include amnesty provisions in the IIRAIRA. That was quickly stripped and the end result was an enforcement-only immigration bill. I notice that the IIRAIRA of 1996 is always overlooked. I think the Republicans avoid it because the would have to admit that an enforcement-only apporoach has already been tried and instead of decreasing illegal immigration it has done the opposite. Democrats avoid it becuase they were instrumental in authoring this draconian bill and their President signed it. In fact, Harry Reid is the one who introduced some of the most harshest provisions of the IIRAIRA.

    We have already tried enforcement plus amnesty in 1986 and enfocement-only in 1996. Either would have worked if the enforcement provisions in the 1986 and 1996 laws would have been ENFORCED. Not until recently have I seen the Administration make an attempt to enforce our immigration laws with it's SBI and budget requests.
