Counting the days

I would like to know where I can find more information on how to count the days one has left to file and appeal/motion/etc.
If the letter says you have 30 days, do you count the day the decision was made too? Or from the day after that? Also do you count business days or calendar day? Do you count public holidays/weekends?
Please direct me to a website where I can get clarity on this.

You can probably get that info from www.uscis.gov if there's a certain service center you can call and ask them the exact date. Hope this helps. Good Luck!
