My client, an Iranian citizen and resident in Dubai, has an approved E-2 Visa. His family now wishes to enter the US to join him. However, the US Embassy in Dubai does not see Iranian nationals. Further, the Embassy's website does not allow for online appointments. Moreover, access to the embassy is highly restricted, and those without an appointment are not allowed to enter. Does anyone have any suggestions on how the E-2 package can be submitted for consular processing as soon as possible?

First of all I don't think this is true. that applicants are not allowed in to the Embassy, They have some kind of rules within the Embassy as per Country.
They can call and talk to some one in Immigration Section and find out how they can mail the papers to the Officials at Embassy.
You can use local Mail system to deliver mail to the Immigration Section. Under Registered mail with return receipt.
