Anybody can apply is right. doesnt mean they will get approved. dont kid yourself. Fraud will be closely looked at.

Do you understand what the term LEGAL PERMANENT RESIDENT of the United states of America means? You know as in residency so that she would be eligible to apply for citizenship in the USA?
