I found this memo on a website and wonder if this will become the new policy for all service centers, or just the Nebraska Service Center?

At least this gives a legal idea of what a person is supposed to do in these instances. Too bad for the people who want to get out without an interview, though -- this seems to indicate an interview will be mandatory in these situations.
