Asylum case in court

no body knows what will become law, the last I saw, if you are in removal proceedings, you will not benefit from the reform, but since is not law, no body will know if you can benefit or not, is matter of time, if it passes.

If i have an asylum case in court still pending and the bill passes the senate and the house and gets signed but the president. How should i proceed to benefit from the bill?
Also what does the bill bring to aliens who have US citizen children?
