My friend is from Imatra finland,she has just arrived on the 20th of this month, and she stated to me that she can remain in the USA for 90 days without a VISA, we are very close, and I am going through a divorce, I do not want to see her leave after just 90 days in the USA, how can she extend her stay in the USA after the 90 days are up. I think I will ask her to marry me after I my divorce is final.

Having entered the country using the Visa Waiver Program, your friend cannot extend her stay in America...that is what she agreed to at the port of entry.
I would strongly recommend that your friend adhere to the terms of her visit, and leave before the period of authorized stay expires. The future consequences for overstaying are quite severe, and most likely will prevent her from visiting the United States again.
Why is it that so many people seem to think that they can just ignore the country's immigration laws? Would you contemplate breaking Finland's immigration laws if the roles were reversed? Somehow, I think not!!

Absolutely. She entered on a non-immigrant visa. As a guest. She has to go back when she was asked to.
if you have feeeling for her, you'll have to go the same route as everyone else - K visa or family reunion.It's just my opinion. NOT a leagl advice.
