Need asst on parents petition

A friend of mind Jane married Peter a USC eight yrs ago & is expecting her first child. she intend to petition fr her mum to come over to US under the immediate relative preference.She currently holds a green card & has not apply for naturalization.Can she petition for her mum. If not can her husband petition fr his mother in law?
Is there any extra rights for those American born US citizen compared to non US born American citizens.As far as I knw as long as one is a USC one gets the same rights as stated in the US constitution.Please correct me if I am wrong.Thank you so much & have a nice day!!!

Unfortunately green card holders can only petition for their spouses and children not for parents. USC can petition for a parent but not for the in-laws:

She'd have to naturalize first and then petition for her mother. She won't be subject to a numerical visa limits. You're correct, there's no difference in rights and responsibilities between natural born and naturalized USCs.
