Noone would know for sure when the quota will be filled. There's an additional 20,000 H1-B visa for 2005 thats made available, but USCIS won't accept application until April 1, so technically that should help with the 2006 quota (starting in October). How are you working without H1-B visa and how much longer will that permit last?
As for salary, as long as it meet the Labor Dept prevailing wages, it won't be a problem for H1-B. I've to say thats pretty low for a MS in EE though.

Thank you for the response. But my situation is a little different. I have a masters degree in EE. But my prospective employer wants me to be on a probation period of 1 month( entire April) and then based on my performance they would file for my H1B visa. Is that ok? By that time wont the USCIS already have received 65,000 applications for the H1B quota? Also the salary offered is only about 35K? Will that hamper my chances of getting a H1B? Please respond.

Correction--you no longer need a GRADUATE degree (e.g., master's degree) to apply.
The salary you need to earn depends on the going rate for the job you're asking for the visa for.

hi i think it is the end of march and uscis has changed the regulation from march 8th 2005 were you no longer need a degree to apply.

I need to know what is an approximate deadline to file for a H1B visa to be on the safer side (i.e. before 650000 applications have been reached)for the current year of 2006. Is it say somewhere around April last week or may first week. Also I need to know is there a minimum salary requirement( 45k) in order to successfully process ones H1B visa.
