H4 - strange situation.

Hi guys,

My friend is going to apply for H1B visa in Warsaw, Poland. He is married. He called the US consulate to make an appointment and the woman, who he was talking to, said that his wife needs to have I-797 with her name on it to get H-4 visa. Is it possible? He has an approval notice but with his name, not wife's name.
