Permanent Visa for Mentally Handicapped

Does anyone know if there is a way of legalizing a mentally handicapped daughter over the age of 21 but fully dependant on mother. She was admitted on a H-4 but once mother adjusted status and obtained green card status H-4 fell away. She is now in limbo - would appreciate any help possible
