from my experience, you can qualify for lower resident tuition rate but you can't get federal tuition assistant if you are not yet LPR.

Even so, with your EAD, a cheaper tuition is very much is more than what you can ask for

As far as I know only Service centers send NOA's. You are not eligible for federal tuition assistance until you are an LPR.
