A friend of mine is appealing a decision of an immigration officer through the BIA and the AAO. Both appeals have been sent to the local CIS that made the decision. It's been a year and those appeals have NOT been forwarded to the BIA( Virginia) or to the AAO(WAshington) based on their records.
-Can someone tells me if this is "normal"?
-Why does the appeal have to be sent to the local office first?
-How long does the appeal process take?
-Can CIS dismiss the appeal locally and not send it to the BIA and AAO? If so,does the CIS notify the appellant?

    Please,help.

farest I know, they should send u a receipt, then you have 30 days to send the supporting brief etc, to teh washington address, why is taking so long? i dont know. I would write a status letter or make an infopass appt. and go to the local office.

He had received a receipt stating that it will take 6 months to process the case. The supporting brief has been sent along with the certified application to the local office.
