My husband does not have his papers and I am a USC. I want to petition and try to help in the process of having his mother come to visit for a short period no more than 6 months. Is this possible

Given that your husband is an illegal alien, it is unlikely that his mother would be able to obtain a tourist visa...but, not impossible.
She would need to show VERY strong ties to her home country...family, financial, employment, property, etc.
The ultra-complicating factor is the fact that her son is already in the country illegally. If you invite her to visit the United States, the Consulate will want to know your relationship...and, now, you have a problem.
It will cost $100 to apply for a visa, so you have to decide whether you want to risk the money...and the time and effort of your mother-in-law going for the interview at the Consulate.

Seeing that you are the spokes person for the American people, why don't you go to the closest hospital and tell the mothers giving birth to their anchor babies that the American people don't want neither them nor their kids here in the States. Then come back and tell us what transpire.

Then Sundevil was right. Without any proof of strong ties (which is very unlikely, considering they don't have any income and have to rely on your support) to Mexico, its pretty much impossible for them to secure tourist visa. I-864 is for another thing alltogether & I'm not aware if Ciudad Juarez will accept bond.
