Exceptional means exceptional. Not that you were frightened or scared to go. If you knew about the hearing and didn't show up, absent a family death or serious illness, you won't have exceptional circumstances.

Still, you should consult with a lawyer sooner rather than later because you can still try to reopen your case if it's within 90 days of the judge's order.
