WHAT IS THE DREAM ACT?

Development, Education, and Relief for Alien Minors. It would allow certain people who were brought to the United States as children to get conditional PR if they graduate highschool and go to college, join the millitary, or complete a certain number of hours of volunteer work.

Actually the community service option was removed before it made it out of committee. Nothing has happened since then, which I think was last year. However- people say that the word inside the beltline is that it will keep moving forward. You can track billss through Congress' website, but you don't really see anything happen for long periods of time. Most of what happens is off-the-record discussions. Sometimes they will be covered in the trade media.
