Public benefit question

I have filed an affidavit of support for my father who is currently here. He has EAD and AP documents while waiting for my petition to be approved. If we go to the county clinic, he has some health problems, will that be the same as receiving welfare? He is 66 years old.

It it ok if it is not a mean-tested public benifit.
