Visitor's visa can only be issued when there's no intent to stay in the US permanently. So if they have application for LPR pending, the visa officer has every reason to believe they'd stay without returning so there's very little chance for them to get visitor visas. You can try your congressman but it probably won't help much. It really has nothing to do with INS but with state department/consulates, which works under the guideline of Immigration Act of course.
This is just one example of the many harsh realities of the immgration process that USCs rarely know or experience. Sorry to hear about it.

USC,my dad is a PR and 3 of my silbings have visitors visa none of them have overstayed one of them has only come over once,my brother(usc)I and filed petitions for my Mother and silbings in dec.2001,my mother ,sister and brother applied for visitors visa in july of 2002 they were denied because the officer said they were planning on staying in the US she did NOT look at their documents wich clearly show the assets my mom has and the school papers my brother and sister had also proof that my mom taks care of my up in age grandma,any way my question is is there anything that can be done? I just want my family to visit me, see my house children where my kids go to school and different normal family things IS NEVER THE INTENT OF MY SILBINGS TO STAY at this time maybe 12 years from now when thye're get their greencard but not now I know that's not good enough reason for the INS but thats the truth Do you think that my congressman or representive may be able to help????? thank you all for any suggestions
