dependent child immigration help

My uncle has filed for immigration for my mother and my dad in 2000. last month they got a letter for confirming address for further communication.
As per process now they have to get the letter to submit the fees of $400 for each person (mom and dad) my younger sister is 24 yrs old but still regular student and totally dependent on parents.
Is she eligible for immigration along with parents to US? What should they have to do if not eligible.
At the time of filing a petition in 2000 she was 14 yrs old, will they consider that or not.
