Going to try and condense it for easy reading.

1. I am a naturalized citizen from back when it was still INS.

2. My older brother let his 10yr "A" card expire because he had a divorce, his card has been expired over 18 years, misplaced card, doesn't remember the number.

3. He is remarried and his wife has a good "A" card.

4. He has 3 kids, all are natural born citizens.
Only one is over 18 but he is a criminal wannabe heathen with a criminal record.

5. My brother wants me to petition for him to regain legal status.

6. HE LIVES IN PHOENIX AZ!!!!

What if anything can I do to help?

Just because the card expires, the status doesn't. Your brother is still an LPR until an Immigration Judge says he's not. There is no need to petition him. All he needs to do is file for an I-90 (replacement card), pay the fee, do the biometrics and wait. So long as he doesn't have a criminal record he should get a replacement card. Do it ASAP being he lives in AZ! Ironically the form is sent to an address in AZ:

USCIS.gov

To get his A number, he'll probably have to make an Infopass appointment.

I thought that there was a 6 month time limit to getting a replacement card?

Not sure about a 6 month limit. I can practically guarantee he's still in the INS/USCIS computers somewhere. They never get rid of any data on immigrants. Anybody whose ever violated immigration rules while here and tried to return will vouch for that!

Well he tried calling to find out his status and to find out what his old "A" number is but couldn't reach a human so he set up an appointment "free pass" or whatever they're calling it nowadays. I'll post any updates in this saga.

As he's just found out, the 1-800 "mis-information line" is useless which is why I suggested he get an Infopass appt at his local USCIS office.
