You can participate, but unfortunatly you wouldn't qualfiy for an available visa, because you need to be not-removable and/or admissiable. As an out-of-status you are removable as well as inadmissiable. The degree of your inadmissiability depends on your entry inspected or uninspected, and how long you've been out of status: less than 179 = inadmissiable for 3 years, more than 359 days out of status = 10 years inadmissiable. No waivers available for DVD winners.
