transfer notice

I filed an I290b notice of appeal to the commisioner on may 14th 2002, appealing the denial of my I129 petition, today I received a transfer notice that say they have forwarded my appeal to the administrative appeals office in Washington D.C.
Is this good or bad news? I am wondering if anybody on this forum have experience on this kind of cases, I would like to know also how long do I have to wait until I receive a final response?
