my mother (u.s. citizen) petitioned me (married son) in feb. 2001. so what is this california processing time means? coz i think the date that they are now processing for i-130 married son is aug 6, 2001. does it mean that they are now processing for my petition coz my receipt date is feb. 2001. will i receive any interview letter or what? does it mean that they are now working for my petition but still have to wait for 12 years for it to be approve coz the priority date for a married son petition is 1989. is that right?

The process of getting an immigrant visa is two-fold:
First INS/BCIS/USCIS approves an I-130 filed on your behalf and yours is almost up for approval. INS/BCIS/USCIS does NOT issues immigrant visas. Department of State does according to visa availability as prescribed by law. Due to a much greater number of people approved to receive an immigrant visa than the number of visas available each year there's this long waiting list. After approval your I-130 will be forwarded to National Visa Center in Portsmouth, NH where it will be put in file until visa priority date becomes current in about 10-12 years.
Second, U.S. Department of State overseas post (i.e. consulate/embassy) will issues you an immigrant visa after it receives your approved I-130 from NVC. Or you'll be contacted by USCIS with information on adjusting your status (if you're in the states).
