CSS/LULAC vs Life Act

I have a pending Life Act application, given EAD but waiting for my local office to process my application since March '03. With the new law for CSS/LULAC, does that apply to the Life Act applicants too? In the 1st place, the requirement for the Life Act app is to be a LULAC qualified anyway.
Please give me some ideas, thank you very much.
