I-129F, case receipt

I have been waiting to receive a case receipt from the California service center. My check for the processing fee was cashed on March 26, '03.

I called the service center to let them know that I haven't received a receipt from them. I was told that they have up to 60 days to send this out and that only until after that period can I ask for a duplicate.

Can anyone tell me if this is true?
