international drivers licence, please help

I have a friend in Philippines who is having trouble with her drivers license. She went for 2 year renewal of her current licences, and to her surprise, she was not in the computer. It's as if she never had a DL record?? They don't have a record of her in the system whatsoever.
She has been accepted into an international exchange program under the J-1 visa, however the program requires a valid drivers license to come to america and participate. They have asked for her current licence so they will transfer her current drivers licence into an Intenational drivers licence.
The exchange program will deny her a J-1 exchange visa without the valid drivers licence. The folks handling her licence no longer have a record that she even exists and they don't seem to be willing to help her very much.

Any suggestions, opinions, advice???

I take it that she returned to the same place as before in which she received her first DL. If so and she still has her first original DL, then I would think that would be proof enough to show that she has to be in the computer somewhere. If not, they need to reissue her a new one. Even if she is not in the computer and has to take another test, there should be no reason they shouldn't do this for her. If they give you any hassle, then I would ask to speak to the manager and then work from there.

I am sure there will be more knowledgeable than I that can help you if I am wrong, but I hope this little bit will help.

Tell her to give 500 Pesos to the person at the counter, and she will be issued a new drivers license without any questions.

I am sorry but I can't give you any good advice because I don't know the procedures for obtaining driver's license in the Philippines.
I suppose if the license is genuine, you can make a police report or you can hire a lawyer or you can try to talk to a newspaper reporter. Maybe the newspaper will be interested in your story and publish it. But I will make a police report first, in the Philippines.
