Port of Entry -- Special Registration

If some one is Registered at the Port of Entry and he leaves the Country in two weeks after attending US sponsored program, does he need to report to INS at Port of Departure.

INS website says the if you are staying in US more than 30 days than you should report at Port of Departure.

Please advise your comments what is right way. Thank you.
