Amending application for family immigration

A friend of mine, a permanent resident, has applied to have his family immigrate to the US. Since doing this, he has now become a US citizen.

Can he ammend the application or does he need to start over again, this time applying as a US citizen?

He could write the service center where he filed the cases and provide proof of his U.S. citizenship to bump up the other cases to better (or more favorable) categories. In any event, there will still be a wait of a few years, even for relatives of U.S. citizens (except for spouses and children, of course). See the visa bulletin for more on these dates.
