1. Comment: Budget Impasse - The current continuing resolution

runs out in about two weeks, and the budget impasse continues.

All three sides - the Administration, the Senate Democrats and

the House Republicans - have indicated that they will wrap up the

2011 budget this time around instead of passing yet another

continuing resolution. There is around $50 billion separating the

sides right now. The House Republicans will be unveiling their

2012 budget over the coming weeks; they have promised to cut

entitlement programs - the proverbial third rail of American

politics. The budget battle is significant for two reasons.

Firstly, cuts in the budget could hurt non-fee-based benefit

processing, such as consular processing. Secondly, the 2012

budget battle might be an epic one, since long-sacrosanct

entitlements will collide with a Congress elected by popular will

on an austerity agenda. While we cannot predict the results, we

can be sure that they will suck the oxygen away from issues

before Congress including immigration issues. This escalates the

pressure on the Obama Administration to deliver immigration

benefits through executive action before the Iowa caucuses. Will

President Obama do something? Stay tuned.
