That tells me that the overall leftover numbers were made available for India EB2. And we know that there are numbers out there because EB3 ROW moved significantly.

I don't think it's just the case of Mr Oppenheim trying to be efficient. Why would it be more efficient to give unused EB-2 ROW visas to EB-2 India rather to EB-3 ROW? Is the system too clogged with EB-2 India applications that they cannot find the EB-3 ROW files?
