Despite DHS' controversial claim that withdrawal is not an option, Illinois Governor Pat Quinn sent a letter to Janet Napolitano yesterday stating the state is withdrawing from the information sharing program. The governor noted that nearly a third of all individuals deported under the program were never convicted of a crime.

Meanwhile, Illinois' Senate voted Wednesday to pass a state version of the DREAM Act that would create a privately funded scholarship program for students without status who were brought to the US while children.
