This is the Gang of Eight's summary. The actual bill text is supposed to be released today and I'll be posting more detailed information as it arrives as well as analyzing this summary.
Summary of Border Security, Economic Opportunity and Immigration Modernization Act of 2013
No immigrant in undocumented status may be adjusted to "Registered Provision Immigrant" (RPI) legal status until the Secretary has submitted to Congress the Notice of Commencement upon completion of each of the Comprehensive Southern Border Security Strategy and the Southern Border Fencing Strategy."
The critical part is WHEN the trigger takes place (the Notice of Commencement): can be filed the day after the bill is signed or could easily take weeks, months, years (or even decades). In a few words, unlawful present immigrants can remain on RPI status indefinitely (they will be granted a renewable work permit).
An Executive Order could have saved all this unnecessary drama...a reality show in the making indeed.
