I cannot believe that they actually specified legal immigrants to be ineligible for RPI status. So, in 6 months from the enactment undocumented people can get every benefit of a green card through RPI, whereas an EB3-I 2003 waits until Oct 2014 before any relief kicks in!

"EXCEPTION.--The Secretary shall permit registered provisional immigrants to apply for an adjustment to lawful permanent resident status if -- (i)(I) litigation or a force majeure has prevented one or more of the conditions described in clauses (i) through (iv) of subparagraph (A) from being implemented; or (II) the implementation of subparagraph (A) has been held unconstitutional by the Supreme Court of the United States or the Supreme Court has granted certiorari to the litigation on the constitutionality of implementation of subparagraph (A); and (ii) 10 years have elapsed since the date of the enactment of this Act."

Translated into English, what this section means is that if liberal activist groups can challenge any of the bill's security triggers in court, then, after 10 years, the secretary of homeland security can grant currently illegal immigrants permanent legal status anyway. That's what the bill currently says.

After Boston, some call for delaying immigration bill

(CNN) - Another senator raised concerns on Sunday about taking up the new bipartisan immigration reform bill following last week's terror attack in Boston. The two suspects - one of whom was killed in a shootout with police, the other is in federal custody - came to the country legally more than a decade ago.

Republican Sen. Dan Coats of Indiana said Sunday that Congress should wait until the emotional reaction to the violence subsides before tackling immigration legislation.

As predicted, it is time now to scapegoat immigrants due to the events that took place in Boston and subsequently, to kill the bill...time for President Obama to use his constitutional privilege of enacting an Executive Order...with all due respect Mr. Siskind, but you have a moral obligation as an immigration attorney of addressing (and pressing as well) this possibility...the writing is on the wall.
