The Buy American and Hire American Executive Order, which most immigration lawyers despise, has just reached its second anniversary. The USCIS is commemorating this anniversary while most immigration lawyers would like to see it dead and buried.

As you know, after the April 2017 Executive Order, the USCIS, as well as the State Department and Justice Department, have used the EO to make many changes in the administration of the Immigration and Nationality Act. Unfortunately, almost all of the changes are to deter legal immigration, not prevent fraud and abuse in employment-based visa programs. These changes have been made through issuance of vastly more RFEs, especially related to H-1Bs, new rules and policy memoranda.

USCIS has published a list of so-called key accomplishments related to the Buy American and Hire American Executive Order. Since this author as well as most readers of my blog don’t want to be reminded of these so-called key accomplishments, the author declines to publish them in this blog.
