EB5 Only A Drop

Many in the EB5 industry (attorneys, agents, projects and others) believe that EB5 investments represent a notable part of the capital flight from China to overseas safe havens. 

The actual numbers indeed show that a massive amount of capital flows out of China each year for the past several years. According to official numbers, $168 billion flowed out of China during 2024, but unofficial numbers for capital flight are much larger–some estimates put those at over $250 billion for 2024. Both people inside China and outside China are responding to the not-so-rosy prospects of the Chinese economy which is what drives these massive capital outflows from China. 

EB5 investments from China in 2024 were approximately 2,500 to 3,000 investments, i.e. less than $2.5 billion. EB5 thus is about 1% of the total capital flows out of China. 

This tiny percentage of EB5 investments relative to total capital flows out of China is significantly at variance with the impressions of many in the EB5 industry. The fact is that EB5 is an insignificant portion of the capital flowing out of China. While many in the EB5 field believe that EB5 is a significant investment program, the Dollar figures show that EB5 is primarily an immigration program. As investments go, the EB5 industry does not register as anything more than a little droplet in the capital flow out of China.
