This is the best and most comprehensive explanation I have seen. I was once the INS Port Director in Laredo, Texas and dealt with these problems. There are many places where the bridge coming into the United States is one way, and the bridge going into Mexico is a different one way bridge going south. If Mexican officials could be trusted, they could collect documents from those leaving - but what if the person presenting the document is still in the United States? I have personally had to pay bribes to Mexican officials while in Mexico. However, there is another problem - I think. I have now been retired for 4 years, but I presume we still allow holders of Mexican border crossing documents to enter for short visits without creating a record of entry. If so, how do you record their exit if there is no entry in the system?
