Getting an H-1B used to be like getting a tourist visa before Sept.11. An H-1B today is almost impossible and one of the reasons for that is the collapse of the Telecom/Networking industry. Companies like Cisco, SUN Microsystems, Nortel Networks, Hewlett Packard - Compaq used to bring between 500 to 1300 foreigners a year to the US. Last year the 165,000 cap for H-1Bs was far away from the number of petitions filed. To make things worse, INS is taking now 4 months to process an H-1B and over 3 weeks if premium processed. If you're a non-immigrant looking for a job most companies will NOT sponsor; not because you're a foreigner, it's because no company wants to wait 4 months to hire someone. The additional fee for Premium Processing is $1000. INS says they'll use it to hire more officers and cut on the backlog of filed cases. It takes around 15 days to process it this way, you're lucky if you get it processed fast...they don't really care.

is very high in the US right now. Open position has to be offered to the USC and LPR first before employers give it to a foreigner.
